Whatever authority he might have in a big Taekwondo association or however famous he used to be in his past, it can make no difference. It is not his power nor his previous fame that you need. You need just right teaching on Taekwondo.

At the same time, don't trust a Taekwondo master who teach techniques that you cannot afford nor who shows only his muscular force. That technique or the force is not yours. A true master should be able to give them to you. The most important thing is the truth and sincerity in his explanation, so that you can see he is teaching Taekwondo in his best.
